Why are Syrian Kurds so hasty when it comes down to federalization and who denies their right to legalisation?

March 17 2016 Syrian Kurds constituent conference took place in Rumaila city. Its results came as unexpeted as a dropped bomb not only in the Middle East but also all over the world.

Why? Because simultaneously with ongoing round of Syrian talks in Geneva where Kurdish representatives were not invited the conference participants with 200 delegates from Nothern (Kurdish) regions of Syria declared to develop and implement a document within the next 6 months introducing federative framework in the North of SAR.

And just like that Syria federalization prospect which was so largely discussed on the sidelines of influential international organizations and between many world leaders has been voiced perhaps for the first time in history. Since that moment the negotiating process participants will not be able to turn a blind eye to the obvious and pretend as if Syria federalization is taken off the table.

It is symptomatic how just after Rumaila conference participants had voiced their intentions all the parties of negotiating process hurried to deny Syrian Kurds’ right for autonomy despite the fact that independence and secession were not on agenda.

SAR Foreign Ministry underlined that «Syrian government warned (Kurds — edit.) against any attempts of breaching the unity of Syria and territorial integrity (of the country) however it might be called». SAR ambassador in Russia Riyad Haddad in his turn told that any federalization attempts «are direct threat to our country’s integrity, they contradict Constitution and national concepts and even international resolutions, that is why any declarations of that type are illegal».

Damascus could be understood. Under extremely fragile statehood weakened by many years of civil war and exhausting fight against international terrorism any constitutionally declared autonomy case may end up in Parade of Sovereignties.

Taking into account Syrian government’s official position Moscow has also urged conference participants not to solve such important problems unilaterally. But still Russia did not declare its disdain for federalization process in Syria.

«Negotiating positions could be like that. But there is no space here for unilateral decisions. The agreement with other participants should be reached — on ceasefire, on political process, on new constitution development which may stipulate new state structure for Syria.

But all these points are based upon sustainable and inclusive political process in the framework of  Syrian dialogue», — RIA Novosti news agency quotes Russian Deputy Foreign Minister Mikhail Bogdanov on March 17.

The similar opinions albeit in rather more violent wording may be heard from Washington.

«We do not and will not recognize any self-proclaimed “half-autonomous” territory. We keep our commitment to unity and territorial integrity of Syria», — Mark Toner, State Department Spokesman said.

But the one who’s realy afraid of any secessions in Northern Syria is Ankara. The point is SAR federalization may push Turkish Kurds to new level of fighting for their rights presently denied by Turkish authorities. Erdogan’s nightmare of losing territories populated with Kurds leads to Ankara’s violent reaction to any form of Syrian Kurds’ participation in Syria reconciliation negotiations.

However many experts believe that main reason making Kurds play that all-or-nothing game is that they are being excluded from any political reconciliation processes. And this particular isolation make them lauch federalization process unilaterally.

Federal state structure could become not so bad resolution for deep-rooted civil conflict in Syria. But it is important to invite Kurds to negotiating table to have comprehensive discussion.

This was insisted on by many peace process participants including Moscow. But Erdogan’s nonconstructive position vehemently refusing to talk to Kurds is leading to further escalation of tension in the Middle East. Which is considerably threatening for Turkey in the end of the day.
